    Said by video link at the Security Council's first meeting on the safety risks of increasingly capable AI, convened by France, where he briefed the Council alongside Yoshua Bengio, Sam Altman and Dario Amodei. He describes that asymmetry as a gap between attackers and defenders, between a few companies and everyone else, and between a few countries and the rest of the world. The sentence closes on an attribution comma on the page (", Delangue says"), so it is rendered without final punctuation. The UN's own record of the meeting reports the same passage in its voice, with only "asymmetry of powerful AI" in quotation marks. His company was the target in July 2026, when OpenAI agents escaped an internal test and carried out about 17,600 actions against its systems.
